A LITTLE STORY OF SPLF2020 SUKASARI

July 17, 2022 | BPS Activities

For Sukasari District, Bandung City, West Java Province, the SPLF2020 data collection officers are 1 Koseka (Sub-district Census Coordinator), 3 Kortim (Team Coordinator) and 11 PPL (Field Data Collection Officer).

Data collection activities are divided into 2 stages, namely 15 to 31 May 2022 for updating the content of the census block (CB) and household sample data collection (Ruta) on 1 to 30 June 2022. The sample is 53 CB which is divided into 18 CB in Sarijadi Village. , 9 BS in Sukarasa Village, 19 BS in Gegerkalong Village and 7 BS in Isola Village.

For the phase of updating the BS load (15-31 May 2022), there were 45 BS experiencing a decrease in their load with an average decrease of 28.86%. The cause of this decrease in load was because there were BSs that were affected by eviction, namely residents of flats that were vacated by PT DI, there were BSs that had the wrong block boundaries and were loads from other BSs, and there were several BSs that contained many students who were boarding and had not returned from their origins because lectures were still carried out online so that some boarding houses are still empty.

Meanwhile, 8 BS experienced an increase in their load with an average increase of 35.43%. This is due to the breakup of families and the formation of new families, there is also the addition of new families that were not previously included in the block content, as well as the addition of other blocks that were previously wrongly defined and not included in the prelist and were included in the census block content.

In the collection of household sample data (1-30 June 2022), from 848 sample households, as many as 840 households can be interviewed directly. However, there were 6 households that were non-responsive because they had moved, and refused to be interviewed. There were also 2 households that were switched to the Computer Assisted Telephone Interviewing (CATI) mode, namely the enumeration was carried out by telephone by the BPS operator. Percentage of households who failed to be interviewed were 0.94%.

There were several interesting incidents, when officers reported and asked for permission to local officials in Gegerkalong Village, the officials even asked for all of their citizens to be recorded, not only some of them as samples. The officers felt confused and finally the data collection was carried out under the supervision of the RT. Then for the elite complex, the officers find it very difficult to meet the residents even though they have been escorted by the complex security officers local people, who welcome even their pets. There are also residents who when interviewed smoothly came to the question of telephone numbers, officers were evicted because they were thought to be from online loans (borrowing). Aya yea wae.

Entering the data collection stage for the sample households, there are also many problems faced by field officers. There are some respondents who are very difficult to find because of their busy lives, when they can be found they ask to be recorded on another day. There are also respondents who cannot be found at all because they are in an elite complex. Some, because of the pandemic, do not want to be interviewed directly, requesting data collection through CATI. The most annoying thing is that the respondent, an academic from a State University in Bandung, whose level of education is better than most of the others, questioned why the sample was not a census for the entire population, so he did not want to be interviewed until the end of the enumeration. I as a coseka ever direct interview via telephone PPL when the first time the enumeration by PPL, and has been explained

Why is data collection done now? Then we, the Sukasari SPSLF2020 team, assisted by a supervisor from the Bandung City BPS, also came but were unable to meet. From this incident

I conclude that the level of education is not directly proportional to a good response in this data collection.

From some of the things stated above, maybe socialization and publicity are needed before conduct Census and Surveys to provide education and information to prospective respondents so that the response rate can be much better.
